Preparing the prisons marketplace

The Ministry of Justice is reorganising 70 existing prisons into 21 'contract package areas' to make it easier to privatise them. Over at the Howard League Andrew Neilson accuses the Ministry of Justice of 'attempting to shoehorn overcrowded jails into arbitrarily-drawn and oversized contract areas, simply to ease the privatisation process'.
