Yates, the acting deputy commissioner of the Metropolitan Police, admitted that Scotland Yard could have done more to get in touch with probable victims of phone-hacking. London Mayor, Boris Johnson claims that News International weren't the only culprits and that both the phone-hacking and what the MPs did with their expenses are terrible: 'that is why we need a process of truth and reconciliation'.
