The report draws together themes from a debate held as part of the Centre for Crime and Justice Studies annual event for 2008, which featured a panel composed of:
- Tina Jenkins (Ministry of Justice)
- Clive Martin (Clinks) and
- Matthew Smerdon (The Baring Foundation).
The event was chaired by Mark Easton (BBC) and raised a number of issues, including:
- identity and independence;
- the changing nature of work;
- shaping contracts;
