This article examines the impact of the new early release scheme (SDS40) introduced in September 2024 on prisoners ineligible for early release, particularly life-sentenced individuals. Findings from interviews and focus groups reveal that the scheme has exacerbated delays in sentence progression, disrupted rehabilitation efforts, and contributed to a sense of systemic injustice. Excluded prisoners experience heightened frustration, diminished hope, and deteriorating family relationships. The research highlights the need for a more equitable approach to early release policies, informed by meaningful consultations with prisoners, that takes into account rehabilitation efforts and individual risk levels.
