Nicola Padfield is an Emeritus Professor of Criminal and Penal Justice at University of Cambridge and Michael Spurr is a former Chief Executive of HM Prison and Probation Service. They were both members of the Independent Panel advising the Independent Sentencing Review in England and Wales. The Review was commissioned by the Government in October 2024, in the midst of a population crisis and with the aim of reforming sentencing so the country was not again in a position where there are more prisoners than prison places. The Review’s final report was published in May 2025 and provides a blueprint for the future of sentencing in England and Wales.
